Two things are being measured. The score out of 100 says how the asking price holds up against comparable sales. The standing on each card says how rare that score is in that city, counted against every scored listing there rather than the handful shown. Only listings with at least three comparable sales appear at all, because a score with nothing to compare against is not a score. All of it is a starting point for your own diligence, not financial advice.
Each region rolls up the cities inside it. Average score is weighted by how many listings each city contributes.

Each active listing is scored out of 100 from six inputs, and only after at least three comparable sales are found for it. Every listing that clears 55 is then ranked against every other scored listing in its city, which is where the standing on each card comes from. Nothing is hand-picked, and no listing can pay to appear. A listing drops off the moment it leaves the market.
